Latest Government Water Seepage Investigation Procedure (Effective 17 July 2026)

Starting from 17 July 2026, the Joint Office (formed by the Food and Environmental Hygiene Department and the Buildings Department) has fully implemented a new investigation procedure for water seepage in private buildings. The new procedure introduces infrared thermal imaging analysis to quickly identify seepage sources and requires upper-floor owners to complete repairs within 28 days upon receiving a "Suggested Repair Notice". Failure to comply may result in prosecution and recovery of inspection costs of no less than HK$17,000.
